The High School Foundations program provides high schools in priority neighbourhoods with the tools, expertise, and support necessary to run a rugby program. The program offers:
Through membership in TIRF, students at priority neighbourhood high schools have access to local club rugby at heavily subsidized rates. Many students and parents report cost as a barrier to participation, TIRF reduces cost to $40 discounting nearly 90% of the original cost of $250 or more. The registration provides any TIRF player all the benefits that come with registering at a club: insurance, practices and games, as well as additional tournaments.

TIRF believes that any student with talent and an aspiration to play at a higher, more competitive level should not be limited by financial barriers. The TIRF Rising Stars Program provides a pathway to competitive and elite representative rugby. Through enhanced training, additional games/tours, students prepare for regional, provincial, and national team trials. In 2015 alone, over 35 students went through the program with four being long-listed for Team Canada.
In addition to the rugby, the Rising Stars Program has a leadership element to it.
The physical and social benefits of rugby should not stop just because the seasons change. In order to ensure that students have an opportunity to continue playing, TIRF provides winter training academies through its partner clubs across the city. These academies help build skills through fitness training and work on basic skills throughout the winter.
Students in the Rising Stars Program have access to specialized domed sessions through a 24-week winter training program.
